The richest freshman in Congress made most of his money by founding Capital Source Finance LLC, a commercial lender that works with small and midsize businesses. Delaney has stock worth at least $5 million in Maryland-based Alliance Partners, and has investments of at least $1 million in three equity or hedge funds.
